Summer 2013 25 S enatorWyland is an acknowledged leader in the California Legislature on policies for economic growth, education, government and fiscal transparency. He has served for more than a decade on the Education Committee in both the Assembly and Senate, and he is currently serving as the Vice Chair of the Senate Education Committee. He also serves on the Budget Committee, the Business and Professions Committee, the Transportation and Housing Committee, and the Labor and Industrial Relations Committee. Senator Wyland has served in the California Legislature since 2000, when he was elected to the Assembly, representing north San Diego County. He was elected in 2006 to the Senate, where he represents approximately one million people in San Diego and Orange Counties. Prior to his service in the legislature, Senator Wyland served as a board member and President of the Escondido Union School District board, a district that serves 17,000 students. Wylandwas a co‐owner of a successful lumber and buildingmaterials supply business from 1974 until 2003. He has also served as a boardmember of his local Chamber of Commerce andYMCA. He continues as a Pomona College trustee, having served on the board for more than a decade. He has authored legislation to implement many of these initiatives. Fiscal Reform: Senator Wyland has authored major legislation proposing complete review and analysis of spending through use of an independent auditor to assess all programs for fiscal soundness and performance. Government Reform: Wyland has initiated proposals in legislation that would transform government operations to foster legislative focus on significant state problems, i.e., job creation and spending. A version of these proposals was adopted by California Forward, an organization dedicated to improving state governance. Economic Development and Investment: As a former business owner, Senator Wyland has direct experience with the tax and regulatory issues that have contributed to California’s poor business climate. In addition to fighting to improve conditions necessary for greater economic development and job creation, he has authored legislation to create a special committee dedicated to in‐depth examination of the obstacles to business investment in California.
